What is Walt Whitman saying in this poem?

Just by reading this for the first time, I would assume hes trying to say that he understands the mind of a criminal because he shares the very thoughts that led these criminals to action. "Lusts and wickedness are acceptable to me". He doesn't condemn their actions because he sees that he also has the potential to become victim to his own sinful desires
