Is it possible to hire a hacker?

Because some jackass hacked into one of my email account. I need to change something important on a site but I forgot the password. Every time I request a new password the confirmation email goes to my old address and I can't get it. I need to get this info from the other site, but without that password they don't believe it's me (all of this is the truth, I swear my life on it.) I know about the CEH, but I don't think they'll do something like this and I probably can't afford it. Any ideas? This is really stressing me out.
